U. S. Small Business Administration Table of Small Business Size Standards Matched to North American Industry Classification System Codes This table lists small business size standards matched to industries described in the North American Industry Classification System (NAICS), as modified by the Office of Management and Budget, effective January 1, 2022. The size standards are for the most part expressed in either millions of dollars (those preceded by “$”) or number of employees (those without the “$”). A size standard is the largest that a concern can be and still qualify as a small business for Federal Government programs. For the most part, size standards are the average annual receipts or the average employment of a firm. How to calculate average annual receipts and average employment of a firm can be found in 13 CFR § 121.104 and 13 CFR § 121.106, respectively. SBA also includes the table of size standards in the Small Business Size Regulations,13 CFR § 121.201. This table includes size standards that have changed since the last publication of 13 CFR § 121. For more information on these size standards, please visit SBA’s Size Standards webpage. If you have any other questions concerning size standards, contact a Size Specialist at your nearest SBA Government Contracting Area Office (list at the end of the table), or contact the Office of Size Standards by email at sizestandards@sba.gov or by phone at (202) 205-6618. Important Notice: Businesses registered in the System for Aw ard Management (SAM.gov) must update their SAM registration in order to have their small business status updated based on the new size standards effective March 17, 2023. Until the SAM registration is updated, the SAM profiles will continue to display the small business status under the old size stand ards. These size standards are effective March 17, 2023

39 12.NAICS code 561210 – Facilities Support Services:a.If one or more activities of Facilities Support Services as defined in paragraph (b) (below inthis footnote) can be identified with a specific industry and that industry accounts for 50% ormore of the value of an entire procurement, then the proper classification of theprocurement is that of the specific industry, not Facilities Support Services.b."Facilities Support Services" requires the performance of three or more separateactivities in the areas of services or specialty trade contractors industries. If services areperformed, these service activities must each be in a separate NAICS industry. If theprocurement requires the use of specialty trade contractors (plumbing, painting, plastering, carpentry, etc.), all such specialty trade contractors activities are considered asingle activity and classified as "Building and Property Specialty Trade Services." Since"Building and Property Specialty Trade Services" is only one activity, two additionalactivities of separate NAICS industries are required for a procurement to be classified as"Facilities Support Services."13.NAICS code 238990 – Building and Property Specialty Trade Services: If a procurement requires theuse of multiple specialty trade contractors (i.e., plumbing, painting, plastering, carpentry, etc.), andno specialty trade accounts for 50% or more of the value of the procurement, all such specialty tradecontractors activities are considered a single activity and classified as Building and PropertySpecialty Trade Services.14.NAICS code 562910 – Environmental Remediation Services:a.For SBA assistance as a small business concern in the industry of EnvironmentalRemediation Services, other than for Government procurement, a concern must beengaged primarily in furnishing a range of services for the remediation of a contaminatedenvironment to an acceptable condition including, but not limited to, preliminaryassessment, site inspection, testing, remedial investigation, feasibility studies, regulatorycompliance, remedial design, containment, remedial action, removal of contaminatedmaterials, nuclear remediation, storage of contaminated materials and security and sitecloseouts. If one of such activities accounts for 50 percent or more of a concern's totalrevenues, employees, or other related factors, the concern's primary industry is that of theparticular industry and not the Environmental Remediation Services Industry.b.For purposes of classifying a Government procurement as Environmental RemediationServices, the general purpose of the procurement must be to restore or directly supportthe restoration of a contaminated environment. This includes activities such aspreliminary assessment, site inspection, testing, remedial investigation, feasibilitystudies, regulatory compliance, remedial design, remediation services, containment, nuclear remediation, and removal of contaminated materials or security and sitecloseouts. The general purpose of the procurement need not necessarily includeremedial actions. Also, the procurement must be composed of activities in three or moreseparate industries with separate NAICS codes or, in some instances (e.g., engineering),smaller sub-components of NAICS codes with separate and distinct size standards. Theseactivities may include, but are not limited to, separate activities in industries such as:Heavy Construction; Special Trade Contractors; Engineering Services; ArchitecturalServices; Management Consulting Services; Hazardous and Other Waste Collection;Remediation Services; Testing Laboratories; and Research and Development in thePhysical, Engineering, and Life Sciences. If any activity in the procurement can be

Page 40

40 identified with a separate NAICS code, or component of a code with a separate distinct size standard, and that industry accounts for 50 percent or more of the value of the entire procurement, then the proper size standard is the one for that particular industry, and not the Environmental Remediation Service size standard. 15.NAICS code 513210 – For purposes of Government procurement, the purchase of software subjectto potential waiver of the nonmanufacturer rule pursuant to § 121.1203(d) should be classifiedunder this NAICS code.16.NAICS code 611519 – Job Corps Centers. For classifying a Federal procurement, the purpose ofthe solicitation must be for the management and operation of a U.S. Department of Labor JobCorps Center. The activities involved include admissions activities, life skills training, educationalactivities, comprehensive career preparation activities, career development activities, careertransition activities, as well as the management and support functions and services needed tooperate and maintain the facility. For SBA assistance as a small business concern, other than forFederal Government procurements, a concern must be primarily engaged in providing theservices to operate and maintain Federal Job Corps Centers.17.NAICS Sector 92 – Small business size standards are not established for this sector.Establishments in the Public Administration sector are Federal, State, and local governmentagencies which administer and oversee government programs and activities that are notperformed by private establishments. Concerns performing operational services for theadministration of a government program are classified under the NAICS private sector industrybased on the activities performed. Similarly, procurements for these types of services are classifiedunder the NAICS private sector industry that best describes the activities to be performed. Forexample, if a government agency issues a procurement for law enforcement services, therequirement would be classified using one of the NAICS industry codes under NAICS industry56161, Investigation, Guard, and Armored Car Services.18.NAICS code 541519 – An Information Technology Value Added Reseller (ITVAR) provides a totalsolution to information technology acquisitions by providing multi- vendor hardware andsoftware along with significant value added services. Significant value added services consist of,but are not limited to, configuration consulting and design, systems integration, installation ofmulti-vendor computer equipment, customization of hardware or software, training, producttechnical support, maintenance, and end user support. For purposes of Governmentprocurement, an information technology procurement classified under this exception and 150-employee size standard must consist of at least 15% and not more than 50% of value addedservices, as measured by the total contract price. In addition, the offeror must comply with themanufacturing performance requirements, or comply with the non- manufacturer rule bysupplying the products of small business concerns, unless SBA has issued a class or contractspecific waiver of the non-manufacturer rule. If the contract consists of less than 15% of valueadded services, then it must be classified under a NAICS manufacturing industry. If the contractconsists of more than 50% of value added services, then it must be classified under the NAICSindustry that best describes the predominate service of the procurement.19.[Reserved]20.[Reserved]
